American History. On September 22, 1862 then President Abraham Lincoln issued the Emancipation Proclamation to take effect on January 1, 1863. However, such news did not reach Texas until 1865! It wasn’t until June 19, 1865 (2 1/2 years later) that Union Army General Granger arrived in Texas and announced the emancipation proclamation, freeing the last of the enslaved.
